EXECUTIVE POWERS OF THE JGLS STUDENT COUNCIL
8. Executive Officers
-
The executive powers of the Student Council shall be vested with the Core Members as defined under this Constitution.
-
The President shall be the executive head of the Student Council, who shall act in good faith on behalf of the Student Council and Student Body for the welfare of the Student Body.
-
These powers shall be exercised after procedures on decision making have been duly followed by the Student Council as laid down in this Constitution, the Schedules to this Constitution and its various codes.
-
The decisions of the Executive Officers shall be binding on the Student Council and the Student Body.
9. Duties, Responsibilities and Powers of the JGLS Student Council President.
The President shall:
-
Uphold and implement the provisions of this Constitution, the Schedule to this Constitution and its various codes, and exercise general managerial authority over the businesses and activities of the Student Council and the Student Body;
-
Be the official spokesperson of the Student Body;
-
Call and preside over open house meetings and other functions of the Student Body;
-
Call and preside over the Student Council Meetings;
-
Serve as the primary contact with the JGLS and JGU Administration;
-
Call and preside over meetings and functions of the Student Body;
-
Have a Veto power to put an agenda for second reading after first voting;
-
Have a right to vote only when her or his vote may be required to break a tie;
-
Circulate the agenda for all Student Council meetings with the JGLS Administration, JGU U-Hall Staff, and the Student Body;
-
Address the Student Council and the Student Body at the commencement of each semester and at other times upon invitation of the JGLS Student Council;
-
Act as an official representative of the JGLS or the University upon request from the Dean or Assistant Dean(s) of JGLS or Registrar or Vice-Chancellor;
-
Temporarily delegate her or his authority to the Vice-President, if required;
-
Make recommendations for legislation to the Student Council;
-
With approval of the Student Council, create Special Purpose Committees, to address issues or achieve a specific purpose or organize events for efficient administration of student affairs. Such bodies may be ad hoc committees created for such specific purposes, which may be dissolved by the President after that purpose is achieved;
-
Appoint members and chairpersons to Special Purpose Committees after consultation with the Student Council;
-
Provide for the preparation and presentation of the Student Council budget to the JGLS Administration for the purpose of raising funds with the assistance of the Treasurer;
-
Have the right to Veto any expenditure incurred by the Student Council after consultation with the Treasurer, which are not entitled by this Constitution, the Schedule to this Constitution, and its various codes.

Evaluate projects, activities, programs, and initiatives commissioned by the Student Council and assess the Student Council.
-
Propose changes or amendments in this Constitution, the Schedule to this Constitution and its various codes as per procedure established in Article 27 of this Constitution.

Compile a brief synopsis of her or his yearly activities and produce a transition report at the close of term of office.

Other duties and responsibilities of the President as shall be defined in the JGLS Constitution.
10. Duties, Responsibilities and Powers of the JGLS Student Council Vice-President
The Vice-President shall:
-
Uphold and implement the provisions of this Constitution, the Schedules to this Constitution and its various codes and exercise general managerial authority over the businesses and activities of the Student Council and Student Body;
-
Serve in lieu of the President in her or his absence or disability and succeed to that office, should it become permanently vacated until the next Student Council General Elections;
-
Jointly conduct the Student Council meetings with the President and preside in the absence of the President;
-
Serve as a voting member of the Student Council;
-
Ensure effective channel of communication between the Student Council and JGLS Administration;
-
Along with the General Secretary, appraise monthly decisions and proposals made by the Student Council;
-
Chair the JGLS Students Grievances Resolution Cell, aided by other members of the Student Council and develop and implement procedures to conduct its affairs, ensuring that the grievances of members of the Student Body are received and addressed in a prompt and effective and confidential manner;
-
Make recommendations to fill the vacant seats in the Student Council with the existing members of the Student Council;
-
Along with the President ensure transparency in the functions of the Student Council;
-
Seek information or reasons from members of the Student Council in the event of their absence from a Student Council or Student Body meetings;
-
Evaluate projects, activities, programs, and initiatives commissioned by the Student Council and report to the President;

Propose changes or amendments in this Constitution, the Schedule to this Constitution and its various codes as per procedure established in Article 27 of this Constitution;

Comply with the other duties and responsibilities of the President as shall be defined in the JGLS Constitution.
11. Duties, Responsibilities and Powers of the JGLS Student Council General Secretary
The General Secretary shall:
-
Uphold and implement this Constitution, the Schedule to this Constitution and its various codes, and ensure effective coordination in the activities of the Student Council and Student Body;
-
Be the advisor to the Student Council in interpreting this Constitution, the Schedules to this Constitution and its various codes;
-
Serve as a voting member of the Student Council;
-
Serve as the record keeper and administrator for the Student Council, including filing Student Council documents, Disciplinary Committee hearing decisions, and archiving the same in the JGU Global library;
-
Assist the President and the Vice-President in preparing agenda for all Student Council and Student Body meetings;
-
Determine the presence of a quorum in all Student Council meetings;
-
Record and provide minutes of every Student Council and Student Body meetings. The minutes of the meetings shall be made public after consultation with the Student Council;
-
Reserve venues for all Student Council and Student Body meetings;
-
Hold regular and at least two meetings in a month with the Batch Representatives;
-
Facilitate discussion ensuring order and decorum during Student Council and Student Body meetings;
-
Prepare with the Student Council, an operational calendar of JGLS events;
-
Present an updated calendar of JGLS events for the Student Council members at every meeting;
-
Update and maintain the Student Council membership list and email group on JGU server;
-
Shall proactively interact with the Student Body to develop and help implement policies to address issues related to sexual harassment, racial or other forms of discrimination;
-
Shall proactively interact with the Student Body to develop policies to further the interests of the LGBT community within the Student Body;
-
Ensure the publication of a column in the Student Handbook at the beginning of each academic year, the contents of which may include among others:
-
JGLS Student Council Constitution, the Schedules to the Constitution and its various codes;
-
JGLS Student Council President’s Letter;
-
List of members of the Student Council, including their contact details;
-
Other important names and contact numbers;
-
Calendar of events for the current academic year;
-
Any important policies.
-
Administer the Student Council group on social networks such as Facebook, Twitter, Google+, etc.;
-
Perform other functions and duties as the President or Vice-President may assign;
-
Compile a brief synopsis of her or his yearly activities and produce a transition report at the close of term of office;
-
Hand over documents of the outgoing administration of the Student Council to the President and General Secretary of the new administration;
-
Propose changes or amendments in this Constitution, the Schedule to this Constitution and its various codes as per the procedure established in Article 27 of this Constitution;
-
Comply with the other duties and responsibilities of the General-Secretary as shall be defined in the JGLS Constitution.
12. Duties, Powers and Responsibilities of the JGLS Student Council Treasurer
The Treasurer shall:
-
Uphold and implement this Constitution, the Schedule to this Constitution and its various codes and ensure effective coordination in the activities of the Student Council and Student Body;
-
Serve as a voting member of the Student Council;
-
Serve as an advisor in interpreting this Constitution, the Schedules to this Constitution and its various codes;
-
Conduct the JGLS Student Council’s financial affairs;
-
Open and Operate a JGLS Student Council Bank Account;
-
Prepare an annual Student Council budget and present it to the President for presentation to the Student Council and JGLS Administration for the purpose of raising funds;
-
Encourage student organizations and societies of JGLS to forge tie-ups and MOUs with external organizations to raise funds;
-
Research and implement methods of obtaining funding for the Student Council from other sources;
-
Handle all funds of the Student Council and ensure that they are deposited in the JGLS Student Council Bank Account, and in such a manner, as the JGLS Student Council may designate;
-
Document and maintain records of all financial activities of the Student Council and assure that entries are regularly made in the financial records, accounting for all funds received and disbursed by the Student Council. These records shall be made public and subject to audit as the JGLS Student Council may provide;
-
Determine, with the Student Council, allocation of Student Council funds;
-
With the General Secretary, convene meetings with the student organizations and societies of JGLS, to understand financial needs and inform them about policies related to finance and allocation of Student Council funds;
-
Have access to all financial records of any student organization, society, committee or any other body which receives funds for its activities from the Student Council or is affiliated to the JGLS Student Council, and shall be empowered to enforce University and Student Council regulations pertaining to these funds and enforce any agreements between the Student Council and such organizations ensuring efficient management of Student Council funds;

Disclose all financial records, receipts and other such documents to the President upon request;

Monthly review annual budget and inform the President and the Vice-President of potential problems with expenditures and its impact on Student Council’s financial affairs;
-
Perform other functions and duties as the President or the Vice-President may assign;
-
Compile a brief synopsis of her or his yearly activities and produce a transition report at the close of term of office;
-
Prepare and present to the Student Council, a report on its financial affairs at the conclusion of each semester;
-
Handover financial records, bank account details and documents of the outgoing administration of the Student Council to the President and Treasurer of the new administration;
-
Propose changes or amendments in this Constitution, the Schedules to this Constitution and its various codes as per procedure established in Article 27 of this Constitution;
-
Comply with the other duties and responsibilities of the Treasurer as shall be defined in the JGLS Constitution;
13. Duties, Responsibilities and Powers of the JGLS Student Council Cultural Secretary
The Culture Secretary shall:
-
Uphold and implement this Constitution, the Schedule to this Constitution and its various codes and ensure effective coordination in the activities of the Student Council and Student Body;
-
Serve as a voting member of the Student Council;
-
Be responsible for organization of all Inter or Intra College cultural activities or events, or by Student Council in association with organizations, societies, committees and any other body established under this Constitution and/or affiliated to the Student Council;
-
Plan a schedule of Arts and Cultural activities to be held during the year along with budgetary requirements, and present the same to the President and other Student Council members for discussion with the JGLS and JGU Administration;
-
Consult the President, Vice President, General Secretary and JGLS Dean (Students Initiative) of the University on all matters related to Art and Cultural activities of the members of the Student Body;
-
Provide support to the University on matters related to Arts and Cultural activities;
-
Lay a proposal before the JGLS Dean (Students Initiative) regarding the Cultural Festival to be organized in the University;
-
Convene and organize activities through societies and ensure their smooth functioning;
-
Present the full accounts and itineraries to the President and the Treasurer of all expenditure incurred on all Arts and Cultural activities organized by JGLS;
-
Present an updated calendar of JGLS events to the Student Council members at every meeting;
-
Prepare and present to the Student Council, a report on its Art and Cultural activities at the conclusion of each semester;
-
Compile a brief synopsis of her or his yearly activities and produce a transition report at the close of term of office;
-
Propose changes or amendments in this Constitution, the Schedule to this Constitution and its various codes as per procedure established in Article 27 of this Constitution;
-
Perform other functions and duties as the President or the Vice President may assign;
-
Hand over the relevant documents of the outgoing administration of the Student Council to the President and Cultural Secretary of the new administration;
-
Comply with the other duties and responsibilities of the Cultural Secretary as shall be defined in the JGLS Constitution.
14. Duties, Responsibilities and Powers of the JGLS Student Council Batch Representatives
The Batch Representatives shall:
-
Uphold and implement this Constitution, the Schedule to this Constitution and its various codes and ensure effective coordination in the activities of the Student Council and the Student Body;
-
Serve as a voting member of the Student Council;
-
Serve as a liaison for her or his batch and present their issues and concerns to the Student Council;
-
Aid the Executive Officers and other members in performing the affairs of the Student Council efficiently;
-
Encourage attendance of all members in Student Council and Student Body meetings;
-
In case there is a single representative representing a particular program for which the total number of Class Representatives is less than three, they shall attend the meetings with the Batch Representatives as allotted by the General Secretary.
-
Disseminate relevant information to the Class Representatives of their respective batches;
-
Hold meetings regularly and at least twice a month with the Class Representatives;
-
Preside over the meetings with Class Representatives of their batch to understand their concerns and address the same in Student Council meetings;
-
Ensure order and decorum within the meetings with the Class Representatives;
-
Share relevant information received from the Student Council, accurately and promptly with the Class Representatives;
-
Perform other functions and duties as the Core Members may assign;
-
Propose changes or amendments in this Constitution, the Schedule to this Constitution and its various codes as per procedure established in Article 27 of this Constitution;
-
Comply with the other duties and responsibilities of the Batch Representatives as shall be defined in the JGLS Constitution.
15. Duties, Responsibilities and Powers of the JGLS Student Council Class Representatives
The Class Representative shall:
-
Uphold and implement this Constitution, the Schedule to this Constitution and its various codes and ensure effective coordination in the activities of the Student Council and Student Body;
-
Serve as a voting member of the Student Council in impeachment proceedings, removal proceedings, amendment proceedings and filling up of vacancies;
-
Not serve as a voting member in the first semester in her or his first academic year;
-
Serve as a liaison for her or his section and present their issues and concerns to their respective Batch Representative and the General Secretary;
-
Aid the Batch Representatives and other members of the Student Council in performing the affairs of the Student Council efficiently;
-
Encourage attendance of their classmates in Student Body meetings.
-
Hold meetings with students of their respective section to understand their concerns and address the same in meetings with the General Secretary or with the Student Council;
-
Ensure order and decorum within the class meetings and Student Body meetings;
-
Disseminate relevant information to the students of her or his respective section;
-
Plan activities and events for her or his class;
-
If required, share relevant information received from JGLS faculty and the Student Body, accurately and promptly with other members of the Student Council;
-
Perform other functions and duties as the Core Members may assign;
-
Comply with the other duties and responsibilities of the Class Representatives as shall be defined in the JGLS Constitution;
