AMENDMENTS

 

27. Amendments to the Constitution

 

  • This Constitution, the Schedule to this Constitution and its various codes may be amended at a special Student Council meeting upon a two-thirds vote of all members present including the Core Members, Batch Representatives and the Class Representatives, sitting in quorum, provided the procedure established herein is followed

 

General

 

  • All members of the Student Council and the Student Body, and all organizations, societies, committees and any other body established under this Constitution and/or affiliated to the Student Council shall be bound by amendments to provisions of this Constitution, the Schedule to this Constitution and its various codes in a manner established in such codes.

  • A Core Member or a Batch Representative can propose an amendment to the Constitution.

  • A Class Representative is not eligible to propose an amendment to this Constitution. However, she or he can advise the respective Batch Representative or the General Secretary to propose an amendment.

 

 

Procedure

 

The following procedure shall be followed by a Student Council Member for proposing an amendment before the Student Council:

  • She or he must write up the amendment proposal.

  • She or he must collect at least 10 signatures, including her or his signature, from members of the Student Council as indications of support.

  • She or he must send the proposed amendment(s) to the Core Members at least forty eight hours before the Student Council meeting.

  • The President shall promptly send the proposed amendment(s) to the Batch Representatives and the Class Representatives at least twenty four hours in advance of the JGLS Student Council Meeting

     

If the Student Council member meets the requirements above, then the proposed amendment shall be discussed at the next meeting.

 

Procedure for discussion on the proposed amendment:

  • The Student Council member may present her or his proposal.

  • The President shall moderate the discussion on the amendment.

  • Any member of the quorum may motion to table the proposal.

  • The proposal shall be tabled until the next meeting if a majority of the quorum is in favour of tabling the proposal. If the majority is not in favour of tabling the proposal, then discussion shall continue.

  • Any member of the Student Council may motion for a vote on the amendment.

  • A vote shall be held if majority of the members in quorum are in favor of a vote. If less than a majority of the members in quorum are in favor of a vote, then discussion shall continue.

  • On voting, if the amendment is approved, the General Secretary shall promptly make changes in the relevant provisions and send the new code to the Dean (Student Initiatives), the JGLS Administration, the Class Representatives and the Student Body.

  •  A period of fifteen working days shall be observed after the amendment(s) is/are proposed, inviting comments, challenges and observations from the Student Body, and the JGLS Administration.

  • All the comments shall be promptly deliberated, addressed and duly replied by the Student Council after the lapse of fifteen working days. The decisions of the Student Council on such challenges, observations and comment shall be final.

  • Amendments to the Constitution may also be proposed by forty per cent of the Student Body, in writing to the President, who shall follow the procedure for amendment as provided in this Constitution.
